A Special Flight Operations Certificate for an RPAS—usually shortened to SFOC-RPAS—is permission from Transport Canada to conduct a drone operation that falls outside the normal rules for Basic, Advanced or Level 1 Complex operations.

An SFOC is not another pilot certificate. It is an authorization for a defined type of operation, using specified aircraft, personnel, procedures and risk controls. Transport Canada reviews what you plan to do and, if satisfied that it can be done safely, issues an SFOC containing conditions you must follow.

Before beginning an application, make sure your operation actually requires an SFOC. Changes introduced in 2025 moved some operations that previously required an SFOC—including EVLOS, sheltered operations and certain lower-risk BVLOS flights—into the Advanced and Level 1 Complex categories.

When do you need an SFOC?

You may require an SFOC-RPAS to:

  • Fly at an advertised event, including with a microdrone
  • Fly an RPA weighing more than 150 kg
  • Fly above 122 metres or 400 feet AGL in uncontrolled airspace
  • Operate more than five RPAs within visual line of sight from one control station
  • Operate more than one RPA beyond visual line of sight from one control station
  • Conduct BVLOS operations that do not qualify as sheltered, EVLOS or lower-risk Level 1 Complex operations
  • Conduct BVLOS operations in an aerodrome environment
  • Carry dangerous or hazardous payloads
  • Carry a person on board
  • Conduct certain operations as a foreign pilot or with a foreign-owned RPA

Define your CONOPS

A good SFOC application begins with a clearly defined operation.

Before filling out the application form, document:

  • What the operation is intended to accomplish
  • Where and when it will take place
  • The airspace, population and ground environment
  • The maximum altitude, distance, speed and aircraft weight
  • The RPAS, control station and supporting systems
  • The command-and-control link
  • The pilot, visual observers and other crew members
  • How you will detect and avoid other aircraft
  • The normal, contingency and emergency procedures
  • How people, property and other airspace users will be protected

This information becomes the basis of your Concept of Operations, commonly called a ConOps.

Transport Canada generally prefers to issue SFOCs for up to one year, though they may time it to expire through the slower winter months so the renewal process fits more easily within their service standards.

An application may cover multiple locations if the ConOps, risk assessment and site-selection process define clear boundaries for where the operation can be conducted safely. A single-site application can be simpler, but it provides less operational flexibility.

 

Identify the Complexity

SFOC-RPAS applications are classified according to their complexity.

Category Common examples Service standard
Very low complexity Certain non-commercial foreign-pilot or foreign-owned aircraft applications 30 business days
Low complexity Flying at an advertised event 30 business days
Medium complexity Above 400 feet, RPA over 150 kg or more than five RPAs within VLOS 60 business days
High complexity Higher-risk BVLOS, BVLOS near an aerodrome, hazardous payloads or carrying a person 60 business days

If an application contains multiple types of operations, the highest applicable category is used. An application containing two or more medium-complexity operations is treated as high complexity.

Transport Canada charges an application fee. At the time of writing, the indexed fees are:

  • Very low complexity: $20.34
  • Low complexity: $76.28
  • Medium complexity: $915.30
  • High complexity: $2,034
  • Reissuance with a minor amendment: $61.02

Fees are adjusted periodically, so confirm the amount on Transport Canada’s current SFOC-RPAS application page.

The service standard is the expected number of business days you can anticipate between your application and issuance. Give yourself as much buffer as possible!
The service-standard clock does not begin until Transport Canada has received a complete application, all required supporting documents and payment. Actual processing time can be longer where the application is complex, information is missing or coordination with other aviation authorities is required.

High-complexity applications submitted within 60 working days of the proposed operation date may not be accepted, so apply early.

 

 

Build the Application + Supporting Documents

Medium- and high-complexity applications require considerably more than the application form.

Transport Canada provides operation-specific compliance checklists. Depending on the proposed operation, the package may include:

  • A completed SFOC-RPAS application form
  • A detailed ConOps
  • A site survey or representative site-survey example
  • A Specific Operational Risk Assessment (more below!)
  • A safety plan
  • Contingency and emergency-response plans
  • RPAS registration and technical documentation
  • Applicable Standard 922 Safety Assurance Declaration information
  • Operations, training and maintenance manuals
  • Crew names, roles, qualifications and training records
  • Separation and collision-avoidance procedures
  • Proof of liability insurance

Your documents should agree with each other. The aircraft, crew, operating area, limitations and procedures described in the ConOps should match the information in the SORA, manuals and application form. You hold an RPOC, you can (and will be expected to) reference your existing documents where applicable to meet these requirements. It’s one of the ways Transport Canada is “auditing” the RPOC holders to ensure they have the appropriate documentation and procedures that they declared they did when applying.

What is a SORA?

The Specific Operational Risk Assessment, or SORA, is a structured process used to evaluate the risks associated with the proposed operation.

In plain language, it asks:

  • What could the RPA encounter on the ground and in the air?
  • How serious could the consequences be?
  • What measures will reduce those risks?
  • How much evidence is required to demonstrate that those measures will work?

The SORA considers both ground risk and air risk before determining the required Specific Assurance and Integrity Level, or SAIL. That level affects the technical, procedural and organizational evidence expected in the application.

Transport Canada’s AC 903-001: RPAS Operational Risk Assessment explains the process. Its standard scenarios may simplify the assessment when a proposed operation fits within their defined conditions.

 

Submitting the Application

Applications are submitted using Transport Canada’s Application for a Special Flight Operations Certificate – RPAS form.

The completed form and supporting documents are emailed to: TC.RPASCentre-CentreSATP.TC@tc.gc.ca

An inspector will review the submission to determine whether it meets the application criteria. If it does, Transport Canada will issue an invoice. Processing toward issuance begins once payment is received.

The inspector may request clarification, corrections or additional evidence. Responding clearly and promptly will help keep the application moving.

Reviewing your Certificate

If the application is approved, Transport Canada will issue an SFOC describing the authorized operation and its conditions.

Before flying:

  1. Read every condition in the SFOC.
  2. Confirm that the aircraft, crew and supporting systems match the authorization.
  3. Brief everyone involved in the operation.
  4. Complete the required site survey and flight planning.
  5. Obtain any separate airspace, aerodrome, landowner or event-organizer permissions.
  6. Make the SFOC and required operating documents available to the crew.

An SFOC does not automatically provide NAV CANADA authorization, permission from an aerodrome operator or access to private property. Those approvals may still be required.

If the operation changes materially, contact Transport Canada before flying. The existing SFOC may need to be amended or a new application may be required.

 

Common Causes of Delays

SFOC applications are more likely to be delayed when:

  • The proposed operation is vague or keeps changing
  • The wrong complexity category is selected
  • Required documents are missing
  • The ConOps and SORA describe different operations
  • Crew qualifications or training are not documented
  • Technical claims are unsupported
  • Emergency procedures are generic rather than operation-specific
  • The application is submitted too close to the proposed flight date

The objective is to give the reviewing inspector a complete and consistent explanation of what you plan to do, what could go wrong and how those risks will be controlled.
